The Government could get its Bills passed whenever BJP supported the amendments but had to 'refer or defer' the Bills whenever the BJP firmly opposed,'' Ms Swaraj noted. The Government could see through the passage of Civil Nuclear Liability Bill because they had to bring as many as 18 amendments and the BJP had frustrated all its efforts to tilt the legislation in favour of nuclear suppliers. Each time the Government made efforts to help them, it stood exposed and ultimately had to accept the amendments of the Opposition, the two leaders said pointing to the way the Government had to surrender to the Opposition by dropping words 'and' and 'intent' which had the effect of making it a suppliers' immunity Bill. The Government could manage the passage of the Bills on Educational Tribunals and Prevention of Torture in the Lok Sabha because of their strength but had to defer them in the Rajya Sabha not just because of the Opposition's numbers but also because their own ranks were sharply divided, Ms Swaraj said. Mr Jaitley said there was no sense of collective responsibility in the Government and its leadership appeared to be losing its grip over governance.
